The Cities and Municipalities Competitiveness Index (CMCI) is an annual ranking system that measures the ability of local government units (LGUs) to efficiently manage resources, deliver services, and create an environment that promotes sustainable growth and competitiveness. It provides a comprehensive framework that guides LGUs like the City of Ilagan in identifying strengths and areas for improvement, while also serving as a benchmark for investors, businesses, and development partners.

LGUs are ranked based on their overall competitiveness score, which is determined by five key pillars:
